For starters, if you actually are using Bromine and chlorine at the same time in the same water there’s your issue. They’re incompatible. You should be on one or the other as your sanitizer not both. If you’re using chlorine pucks your shock can be a non chlorine shock, calcium hypochloride, lithium hypochloride or sodium hypochloride. If yours is a Bromine system your shock should be a non chlorine one. The only other reasons your water won’t clear are TA not in range, filter issues, low or high stabilizer levels (in a chlorine pool), high total dissolved solids count or a filter issue like sand calcification.
