You could have a fantastically large connection to your home (say, 1Gbps or an OC192 connection at 10Gbps) but once you leave your ISPs network you are at the mercy of every public router on the Internet. When ISP’s refer to speed they mean bandwidth which has zero bearing on your latency to a game server. A cheap DSL line with relatively low-bandwidth connection need only continuously provide enough capacity for the relatively small amount of bandwidth needed by a game (e.g. under 100Kbps) to achieve optimal performance.
