Windows Live ID sign-in issues are often a result of deactivation. If you do not sign in using your Windows Live ID for more than 90 days, it will become inactive. Also, remember that you must use the same Windows Live ID to register for your Microsoft Action Pack Subscription that you use to access the Partner Portal.
