I don’t know about silver growth, but I know when palm trees get areas of white growth it could indicate a possible infection of mealybugs. These critters hide in the nooks and crannies of where stems and leaves join – they’re annoying and are actually quite difficult to get rid of. The best non-toxic treatment to get rid of mealybugs is Brand X foliage cleaner.

Also, the white growth could indicate the infection of "scales" or plant-sucking parasites. They tend to multiply rapidly but are easier to treat. Simply rub off as much of the growth as you can and treat the remainder with insecticidal soap.
