Fedex does not always require a signature, unless it is delivered to a business or internationally. Normally Fedex requires the sender of the shipment to file the claim, not the recipient. Whomever shipped the label had the option to declare a value on the shipment. The first hundred dollars is included in the shipping cost, anything over that will charge a surcharge on the cost of the shipping. The declared value is the amount the sender could get back from Fedex since they lost your package. You should contact the sender and have them file a claim with Fedex and file all the paperwork.
