My outgoing water and waste won go out. Is this associated with coper piping?

Not likely. Most of the time, it’s the outgoing sewer pipe (usually clay piping 4″ in diameter) that needs work. The sewer pipe is probably cracked or extremely mangled by tree roots, so all outgoing sewage is blocked.
