Yes. The 3% paid to AGO covers routine, everyday services from AGO, including the day to day operations for service to organizations across NOAA. The 3% service fee for NOAALink covers the additional, customized services that the NOAALink PMO provides to its individual customers. That fee supports the NOAALink PMO, COTRs, CO and other dedicated NOAALink entities in capturing and refining requirements; coordinating assessment teams; communicating between the line office, AGO, OCIO and contractors; and facilitating planning, evaluation and follow-on activities such as invoicing. The services are separate and distinct and don’t entail paying twice for the same service. 10. How does the 3% NOAALink surcharge work? The NOAALink 3% surcharge is an additional obligation, and displayed in the object class 77-11-00-00. 11. What if a vendor is not getting any work, can they protest?
