The Council can issue and serve on the occupier of the land where the car is parked a 15 day Notice of Removal in pursuant to section 99(3) of the Road Traffic Regulation Act 1984. However, if the occupier objects to the removal of the vehicle (if he does not agree that the vehicle is abandoned) no further action can be taken. If a vehicle cannot be removed under this legislation but is causing a serious blight on the area; the Council may consider it expedient to take action under the Town and Country Planning Act 1990.
