My LHD already has an all-hazards COOP plan. Why does it need to address pandemic influenza specifically?
Unlike many natural disasters (e.g., floods, hurricanes), pandemic influenza may have significant impact on LHD personnel and other resources for a prolonged period of time. Since LHDs are generally the lead agency for pandemic influenza response within each county, it is critical to have plans to maintain other essential services that LHDs provide which may be affected by the agency’s response to the pandemic.
