First it must be established whether the structure in question is a legal nonconforming building (see #17 above). If you building is indeed a legal nonconforming use, it is one of the two types of “qualified” nonconforming uses discussed in #17 above: A building which is otherwise conforming except it does not meet minimum yard requirements of the zone. In this situation, the building can be continued, altered, added to, enlarged provided that any change complies with all development standards. This means that any additions or remodels, including second story additions, must conform to the setbacks established by the current zoning district.
