My grant refers to the guidelines in A-21. What is A-21, and where can it find it?
Circular A-21 is the Federal Office of Management and Budget’s document establishing cost principles for institutions of higher education. Both Circular A-21 and Circular A-110 (Uniform Administrative Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations) provide guidelines on how universities must manage grant funds.
