No, that is not an appropriate decision. If someone has pre-existing conditions, the insurance company will not pay for them anyway. And for a given age, the probability of someone getting a completely new medical condition is pretty much the same and therefore everyone for a given age pays the same premium. However, when a new medical condition arises, how much you get covered is the difference between the fixed and the comprehensive coverage.
