Yes, you would need to apply for a Parade/Assembly Permit from the City of Manhattan. You would need to complete an application at least 48 hours before the event to have ample time for the application to be processed by the Riley County Police Department, Department of Public Works, Parks and Recreation (if any of the City Parks are involved) and the Customer Service Office. You must also attach a map with the route marked.
