When your cat was a little kitten he used to suckle from his mother’s teat and this treading action was used against her stomach to stimulate milk production. Some cats retain a degree of this behaviour into adulthood and, when they are feeling comfortable and happy, they tread from one foot to another on a soft surface (usually part of their owner’s body!), purr and occasionally dribble as if they are anticipating the milk. Trust me, this is a compliment.
