My car is leased and the leasing company was supposed to pay my property tax bill?
Your agreement with the leasing company is a third party agreement between you and that company. The City of Richmond cannot administer the terms of your agreement; you need to contact the leasing company. They will be able to tell who is responsible for paying the personal property taxes on your car.
