My car has a previous owners personal registration plate number etched on the glass. Can glass scratch repair remove this?

Good question and it depends on how deep it has been etched. Yes these have been repaired; if it is a very deep etch the very least it will do is polish the etched portion and take the greyness away. This is what the human eye is drawn toward, if the eye cannot see the greyness the mark is effectively not there.
