Customer service standards have been enacted by FCC regulations and are enforced, to the extent possible, by city officials. Those federal standards are, however, are not as detailed and current as they could be and they lack enforcement mechanisms. It is up to local government officials and cable companies to adopt stricter standards and enforcement capabilities within a negotiated franchise agreement between them.
