I am not positive about LAPD, since it is a large city, but I am in the process of becoming an officer in a smaller city (population of about 20,000) and I know they allow for small incidences like that as long as they are disclosed by the applicant before the background check. They would much rather find out about the incident from the person than when they are doing the backgorund check, it shows them that you know it was wrong and that you are honest.

He will not pass, any criminal recording, including petty theft will prevent him from joining the police.
