My 16-month old seems to be developing constipation. Which fibre-rich foods can I give her to help?

My son has a horrible problem with this. His pediatrician has him on a strict diet. He took away regular milk. Even Skim milk. He put him on soy with fiber. 1 cup a day. He took him off of all juices except Pear juice. Apple juice beleive it or not constipates children. The doctor said to increase his water intake. Uhm..my son will not drink water, so I give him Crystal Light. I make it in a pitcher and I add even more water half and half. He can have as much as he wants. He also removed all startches from his diet until things start moving better. I replaced his cheerios, kix, and alphabet cereal with Quaker Oatmeal Squares cinnamon flavored. Because my son has an issue with textures, he will not eat certain vegies, so I puree all his vegies and mix it in his meals. I make homemade vegie soup and puree it and add a fruit of any kind including bananas for flavor, put it in a sippy cup and he drinks it right up. Avoid bananas until things start moving. He also can not have white bread.
