Must the control/permitting authority approve the P2 practices and modifications before they are implemented?
If the P2 practice and modification are listed in Table 8 to Part 455, then the control/permitting authority does not need to give prior approval; however, they do have the right to ensure that the proper backup documentation is present at the facility to justify the modification and to ensure that local limitations are being complied with. If the P2 practice and modification are not listed in Table 8, the control/permitting authority does need to approve the practice with modification prior to discharge.
