The Guidelines do not mention full-length cabinets. Yes. The Guidelines specify that clearance between counters and all opposing base cabinets, countertops, appliances or walls must be at least 40 inches. A full-length pantry cabinet is treated the same as a base cabinet and therefore there must be a 40-inch or greater clearance between the face of the cabinet pantry and any opposing countertop, appliance or wall.
