Exhibit states that the vendor “shall be able to … practice law and institute law suits on behalf of DRA in every state through in-house counsel, sub-contracted services, or pro hac vice arrangements.” Bidders are not required to be collection attorneys, but must be able to perform the services as outlined in Sentence No. 1.
