No. While the JWOD process includes procedures to ensure a fair market price, it does not include any requirement or provision for competitive bidding. After all necessary measures have been taken and requirements met, the Committee then decides whether to add the commodity or service to the Procurement List. If the item is added, future purchases (i.e., after any current contract, including options, for the commodity or service expires) must be made from the nonprofit agency(ies) approved by the Committee.
