Must Mandatory Time Off (MTO) be used prior to VTO?

In most cases, MTO hours are to be used prior to approval of VTO hours. The MTO program for 2010-11 includes 24 “floating” hours of MTO. In addition, some departments with 24 hr operations do not close and therefore all MTO hours are “floating”. Under the MTO Program, departments have discretion over how the MTO floating hours will be applied, and may use the MTO hours to close department operations (in addition to the MTO Program’s scheduled holiday closure period in December 2010). Employees should check with their department head or designee regarding planned closure dates.
