An intriguing problem, we spent many, many hours mucking about with this. Basically it is to with contrast and lighting conditions. So for instance someone wearing light clothing against a light background may not trigger the motion detect, except at the most sensitive settings which will of course produce a lot of false events. The solution is to paint the background wall in a high-contrast way (black and white stripes!) or use some other method to trigger the camera, such as a PIR or pressure mat.
