If there are so many constraints that the manager has no choice, then the issue is predetermined. The manager would then use Priorities Now to decide how best to implement the decision someone else has made. We really have unfettered freedom of action of any issue (even if we are a President). It is also rare for all significant issue on our agenda to be completely predetermined. The area between complete freedom and complete determination is our area of discretion as managers.
