Most affordable housing units in Poway are either apartments or condos. Why?
To be competitive for Federal Tax Credits, a major financing mechanism for affordable housing, the housing must be located proximate to essential services, shops and transportation. The land in Poway proximate to these requirements is predominantly zoned for multi-family development. Additionally, it is most cost efficient to build apartment-style homes. The Agency has also developed Haley Ranch Estates, a single-family rental community and has funded a first-time homebuyer program to vary the affordable housing opportunities in the community.
