Might proposed observations that are deemed feasible (or resolvable in Phase 2) during the Technical Review be found to be infeasible during Phase 2 planning, after a proposal is selected?
There may be some proposals that violate constraints (such as a bright star at the edge of the field of view) which can be resolved with a small amount of planning work (see FAQ 107). These proposals may be recommended for phase 2, however, it is noted that there is still no guarantee that a workable solution will be found. Issues related to scheduling can also be deferred to phase 2.
