Under Big 12 Conference rules, a “third-tier” broadcast – games whose rights are controlled by the institution, and in this case meaning MSN games – can only be broadcast to within the state’s boundaries. [This includes the full metropolitan areas that encompass that state, so in the case of Kansas City and St. Louis, the suburban Kansas and Illinois areas are included.] So if you live in California, for example, you will be blacked out of Mizzou men’s basketball broadcasts. Incidentally, though, the reverse rules apply for video webcasts: Only out-of-state viewers may watch online streaming of men’s basketball games, and Missouri residents are blacked out. The idea is that Missouri residents can tune in their local station to view the MSN games.
