Yes, as long as you insert these documents into the narrative and your narrative stays within the required page limitations. (The only attachments that are allowed are the two logic models and the tribal resolution, if applicable.) In deciding how to develop your proposal, you should consider how to present information (e.g. narrative, charts, table, or combination of types) in a way that captures your planning process in a concise and compelling manner.
