A schoolwide program is to upgrade the entire instructional program for all children, including English Language Learning (ELL) students. They will benefit from the program design. Reminder: Title I funds should supplement, and not supplant, those funds and services that are required to be available to ELL students by other laws and regulations. ELL funds may be coordinated as part of a SWP.
