May the contents of working containers be transferred into another unwanted material container?
Yes. In fact, when a working container is full or at the end of the procedure or work shift, whichever comes first, the contents of the working container must either be emptied into another container of unwanted material that is then closed, or the working container itself must be closed (see 40 CFR 262.206(b)(3)(ii)).
