May Tennessee use Section 251 Requirements Payments to purchase paper ballots for Federal Elections?
Question: May the State of Oregon use HAVA Section 251 funds to purchase and install closed circuit surveillance cameras in thirty-six county election offices throughout the state? Oregon is a Vote-by-Mail state and vote tabulation is done using central count optical and digital scanning devices located within the county election offices. Using a Request for Information process we estimate that the total cost for purchase and installation of closed circuit surveillance cameras in thirty-six county election offices should not exceed $162,000 or an average of $4,500 per county.
