May private organizations contribute funds to pooled fund projects?
Whether private organizations may contribute funds to pooled fund projects depends on the rules and regulations of the lead agency. For States that allow private company participation, the contributions should not be at a level that would affect or even appear to affect the outcome of the research, conference, etc., that is the intended product of the project. Similarly, private organization contributions to a FHWA-led project will be considered on a case-by-case basis in consultation with the FHWA Office of Chief Counsel and/or Office of International Programs.
