May I work an employee “out of class” for 30 days (e.g. MEO2 to HMEO1), return him/her to his/her regular job for 1 day and assign him/her back to the higher-level job for 30 more days?

You may assign an employee to a vacant position on an “acting” basis for a period of 30 days or less with out further approval. No employee will be allowed to work “out of class” for a period of greater than 30 days unless officially detailed to special duty and compensated accordingly. The action described above is viewed as circumvention/violation of the intent of CS Rules/DOTD policy. One method to resolve this situation without officially detailing someone is to assign a number of qualified MEOs to perform the duties of the vacant position on a rotating basis, each for no more than 30 days at a time during the period of time the position is vacant.
