May I use a courier service owned by a driving safety course provider, a driving safety school, or the student?
No. The TEA interpretation is that couriers may be used only if the transaction is a truly arms length transaction that involves a third-party that is not connected to the school, course provider, or student. Simply put, you cannot use a courier service for delivery of a driving safety certificate if you or the student own or operate that service.
