i know nothing about govermnment servents , but in private the appointment letter invariably contains a secracy clause saying that we shall not discuss/divulge the design/drawings/plans of the current organisation with any outsiders especially with the competetors , but when we change job we generally are picked up by the competetors only( because of the experience we have gained) !
