As another has said Shanghai is more developed than Shenzhen today but is growing so fast it will soon overtake Shanghai. Shenzhen is now the second largest shipping port in the world overtaking Hong Kong. With it’s closeness to Hong Kong and the many factories will in time make it the biggest and most developed city in China.
