May I deny a merit increase for an employee whose frequent sick leave absences are supported by a doctors slip?

Unless these absences are covered by FMLA leave which cannot be held against an employee, an employee’s merit increase may be denied for excessive sick leave usage, regardless of whether such absence is supported by a doctor’s excuse. An employee must be at work to merit his/her increase. Time/Attendance is a merit factor.
