No. The U. S. Department of State, Bureau of Consular Affairs requires that before an F-1 visa for a public school can be issued, the student must provide evidence that the public school in the United States has been reimbursed for the full, unsubsidized per capita cost of the education as calculated by the school. Reimbursement may be indicated on the I-20. Students on F-1 visas are responsible for paying tuition to attend the public high school and may not be claimed for ADM. In addition, students who reside in a school district solely for the purpose of attending school are not considered residents of the school district or of Oregon in accordance with ORS 339.133(6). In contrast, students attending as part of a legitimate foreign exchange program do so as part of their intent to participate in a cultural exchange and attending school in Oregon is not the primary purpose.
