The electric company already has a record of what your electricity usage as been over time so they can come up with a reasonable average to bill in advance. If your actual usage ends up being lower then you should be able to recoup that in the next billing cycle. I already pay my gas bill this way. School tuition is a completely different story. Students enroll for a quarter/semester/year of classes and there are fixed costs that have to be paid like salaries, maintenance, etc. The school charges tuition at the beginning of the school term so it can operate for the entire term. You can’t pay teachers at the end of the term or they wouldn’t work – you have to pay them throughout the term and if you’re chasing after parents for payments all term it would be a nightmare and poor management.
