Yes. An I-94 Form indicating the person has been granted asylum may be accepted as a list C document evidencing employment authorization. The I-94 does not need to be attached to a passport. An I-94 indicating the person has been admitted as a refugee may be accepted as a receipt (see question 5). Both refugees and asylees are work-authorized incident to their status and are protected individuals.
