A district could reduce its MOE by 50% of the increase in flow-through funding for FY 2009-2010, move the local special education costs to the IDEA grant, spend the freed-up funds on Fund 10, and keep the reduced level of MOE for future years. If the LEA spends the freed-up funds on special education, the MOE for FY 2010-2011 will be based on the total local special education expenditures for FY 2009-2010.
