Yes, there is such a possibility for EU, US, Canada, Japan and some other countries nationals. The precondition for this is that the application form is legible and signed personally by an applicant. In this case a letter of procuration or a letter of attorney signed by the applicant must be presented to the Consular Section (while presenting the application and while collecting the passport with the visa). However, in some cases the consul can decide that a personal interview with the applicant is necessary and will request for that.
