May an employee receive TSMA for EFMs who have been evacuated to an alternate approved foreign safehaven?
EFMs are eligible to receive TSMA, per DSSR 264.3, if they are occupying temporary commercial quarters, per DSSR 264.3. They are not eligible for TSMA if they are residing in non-commercial quarters. If they are not eligible for TSMA they may be eligible for either involuntary SMA or away from post education allowance (see the previous Q&As on this topic). Note: EFMs are officially considered to be residing in the U.S. on involuntary SMA. However, the employee may request that the alternate approved foreign safehaven of the EFMs be designated as the official involuntary SMA site. If this request is approved by the appropriate agency official an education allowance may be paid for eligible EFM students unless they have traveled to a school under the educational travel authority within the previous 12 months (DSSR 262.5).
