Yes. An applicant can propose to serve crime victims in federal jurisdictions only provided that the law of the applicants state or tribal jurisdiction are not substantially equivalent to the CVRA. Note that applicants may not, under any circumstances, use funding from this grant to lobby, including work toward amending the laws in the applicants jurisdiction to create substantial equivalency.
