Only U.S. institutions of higher education and 501(c)(3) non-profit organizations may be partners in a consortium under this program as specified under Section 5(c)(1) of the National Environmental Education Act. However, under EPA’s sub-grant policy, sub-grantees do not need to be eligible to receive grant funds directly from EPA in order to receive a sub-grant, unless the grant making statute, EPA regulation, or official policy expressed in the solicitation notice provide otherwise.
