Yes. G.S. 158-7.3(b) and G.S. 160A-515.1(a) authorize a county to act jointly with a municipality located within the county to finance a project, define a project development district that is within the municipality, and adopt a project development financing plan for the district. If a county and municipality jointly create a project development district, the district may not exceed 5 percent of the total land area in the county and 5 percent of the total land area in the municipality.
