Yes, but only in one of two special circumstances as referenced in the Guidelines for Instructional Programs for Workforce Education (GIPWE), Chapter Three, B.8.(3): (a) If all or a significant portion of the institution’s costs for facilities, instructor salaries, equipment, and/or other expenses are covered by business, industry, or other local public or private clients, individual students may be exempt from tuition. These in-kind contributions must satisfy a definition of sufficiency as determined by the local governing board. (b) If the workforce continuing education course is taught in federal prisons and facilities, equipment, and supplies, and/or other expenses are borne by the federal government.
