The reviews conducted at other plants were done because of known performance problems or significant operational events. These kind of problems have not been observed at VY. Since 2000, we have performed a total of over 860 hours of safety system design inspections at VY. In 1997, we performed an A-E inspection to evaluate the capability of selected systems to perform the safety functions required by the design bases, the adherence of the systems to their design and licensing bases, and the consistency of the as-built configuration and system operations with the Final Safety Analysis Report. We concluded that the systems we evaluated were capable of performing their intended safety functions. Further inspections reviewed the licensee’s design basis documentation effort. Our inspection concluded that overall, the licensee’s activities in this area have been rigorous.
